Confirmation of Notes of Last
Meeting

1.1 |
Mr. Tse
of HARTS declared that HARTS repeaters were always opened
for use by all licensed amateurs. Currently, there were
no restrictions for the use of HARTS¡¦s repeaters. He
proposed to delete the sentence ¡§The Chairman also
reminded that all the existing amateur repeaters were not
only used by HARTS¡¦s members but also for use by all
licensed amateurs¡¨ in para. 4.1. The Chairman agreed. The
notes of the meeting on 12 September 2001 were confirmed
with the captioned sentence to be deleted in para. 4.1. |

Reciprocal
Amateur Licensing Arrangement |
2.1 |
Mr.
Seto said that OFTA have contacted Australia, Japan,
Canada and USA through ITBB for the reciprocal
arrangement. The discussion with Australia was now
approaching the final stage. However, for other
administrations (i.e. Japan, Canada, USA), ITBB confirmed
that they have received no further replies from them
until this morning. OFTA would continue to follow the
progress and would keep the societies informed. In addition, OFTA have had a
meeting with China at the end of last year and the
arrangement was at final stage. OFTA had forwarded a
proposal to CRSA for the mutual recognition of the
classes of licences and was waiting for their final
agreement. OFTA had the confidence that agreement would
be reached very soon. |
2.2 |
Mr. Tse
of HARTS enquired about the progress for the arrangement
with Macau SAR. Mr. Seto said that OFTA had sent a
letter to the Office Coordinator of Macau last year.
However, up to now, we still received no reply. OFTA
would continue to follow-up the progress after the
meeting |

Harmonised
Amateur Radio Examination Certificates

3.1 |
Mr.
Seto said that OFTA were aware of the arrangement in EC.
OFTA would consider the arrangement after the completion
of the existing reciprocal arrangement which were already
in progress. |
3.2 |
Mr.
Tse said that HARTS learnt that a new permit named as
International Amateur Permit had been proposed by IARU to
ITU. HARTS would like OFTA to take this into
consideration for future licensing arrangement. The
Chairman requested Mr. Tse to provide additional
information about the arrangement to OFTA for further
consideration.

Repeater
Linking
|
4.1 |
The
Chairman confirmed that according to the information
provided by HARTS, no public service licence was required
for the proposal on condition that the proposed system
was solely used by licensed amateurs. Interested parties
might submit their application with details of the
installations. OFTA would advise the applicant if further
licensing requirement is required after studying the
proposal.
Mr. Tse also declared that full access control (i.e.
by password) would be employed for their Internet Linking
system. The users of the repeaters via the Internet Link
would be confined to pre-approved licensed amateurs and
the password would only be issued after HARTS has
successfully verified the applicant¡¦s status as a
licensed amateur. HARTS would include these details in
their application.

Allocation
to Amateur and Amateur-Satellite Service for frequency
bands above 100 GHz |
5.1 |
During
the last amateur liaison meeting held on 12.9.2001, OFTA
told the amateur representatives about the revisions of
frequency allocations to amateur and amateur satellite
service in Hong Kong as a result of the decisions of the
WRC-2000. Mr. Cheng said that OFTA has received
comment from an amateur society representative about
frequency allocation to amateur and amateur satellite in
the band 134 ¡V 136 GHz (primary allocation) and 136 ¡V
141 GHz (secondary allocation). Mr. Cheng said that
these bands are now given an unplanned status. Indeed
most frequency bands above 100GHz are also given an
unplanned status, as there were no requirements in Hong
Kong. Mr.
Cheng said that OFTA could arrange to submit a proposal
to the RSAC for consideration if the amateur
representatives could agree on a common proposal for
frequency allocation to the amateurs above the 100 GHz
band. There
was no requirement on such frequency allocation above 100
GHz from the amateur representatives during the meeting,
The Chairman said that the amateur representatives might
bring up the proposal for discussion in future if the
amateurs have a need to use the band above 100 GHz. |
6. |
Preparation
Work for the future World Radiocommunication Conference |
6.1 |
Mr.
Cheng said that ITU had scheduled the WRC to be held
every 3 to 4 years and OFTA would develop the Hong Kong¡¦s
position paper to WRC with consultations of the RSAC.
Amateur representatives are welcome to contribute inputs.

6.2 |
The
Chairman said that an agenda item could be created in the
future Liaison Meeting so that the amateur
representatives may give feedback to OFTA if they have
any interest to a particular WRC decision. |
7. |
Arrangement
for amateur representative(s) to attend the RSAC meeting |
7.1 |
The
Chairman said that the RSAC meeting was opened and its
notes of meeting were also available in OFTA home page.
He added that he welcomed the representatives to attend
the RSAC meetings as observers. After
discussion, it was agreed that 2 representatives would be
nominated (one from HARTS and one from other societies).
The amateur representatives should give a written
application to the RSAC through the Chairman. |

Arrangement on Amendment to the Frequency Schedule to the Amateur Station Licences |
8.1 |
OFTA
would inform the amateur licensees to implement the
changes to the frequency schedule as mentioned in para.
13.1 of the last liaison meeting. |
9. |
Any Other Business |
9.1 |
Mr.
Beesley of HKADX asked about the progress of
consideration relating to CB. The
Chairman said that as we just received the document from
Mr. Anderson of HARTS this morning, OFTA would study the
document and have discussion in the next meeting. |
9.2 |
Mr.
Beesley requested OFTA to consider the possibility of
including the licensing information into the new Smart ID
card. The
Chairman thanked for Mr. Beesley¡¦s suggestion and
admitted that OFTA would take it into consideration. |
9.3 |
Mr. Tse
of HARTS wanted to thank the staff of OFTA for their
quick response in their application for temporary permits
for the repeaters being used for the recent functions and
activities of the community. |
9.4 |
Mr.
Hung of HKARA asked about the comments of OFTA on the
information from Mainland China for the opening of 409MHz
band radio services. The
Chairman confirmed that OFTA had received the document
and it was now under consideration. OFTA would bring this
issue back to the agenda in the next meeting. |
9.5 |
Mr. Ho
of HKARA submitted a document on new transmission
technology for the amateur service (i.e. spread spectrum)
for OFTA¡¦s consideration. |
9.6 |
Mr. Tse
wanted to thank RMU¡¦s for their quick response to HARTS¡¦s
interference complaint yesterday by using the new DF
System and he wished RMU could respond to all their
future complaints with the same time frame. The Chairman
said that the introduction of the new DF System was to
allow the RMU staff to respond to the complainant more
quickly. Due to practical reasons, they might not
response all complaints at once, but they would surely
get back to the complainant as soon as possible. Mr.
Beesley also said that they have also experienced some
deliberate jamming during the passed public events. He
requested if it was possible for the RMU to keep an eye
on the operating frequencies periodically while there
were big public events were held. The
Chairman said that he would discuss this with RMU for the
appropriate arrangement in the future. |
9.7 |
Mr. Tse
of HARTS asked OFTA whether there were any issues
concerning amateurs during last liaison meeting with
China. Mr. Seto said that the major topic discussed
during last meeting was the reciprocal arrangement. All
matters concerned had been reported in agenda item 2. Mr.
Tse also asked about the status for the use of frequency
band 430-440MHz. Mr. Cheng said that, according to the
information given by the Mainland authority, the band 430
¡V 440 MHz is not allocated to amateur service in China
although certain areas in the Mainland has special
arrangements for the amateurs in this band. |
